Func_Msgboard: Ready For Testing!

So, my qmap replacement is ready for testing. Go ahead and create accounts, create threads and post in them. Complain about bugs and make other site related comments in this thread.

Notes: since this board is still in the testing phase, be aware that posts or users may have to be deleted if i find a need to change the table structures or something.

- the little display on the forum page that tells you how many new and total comments are in a thread.

- moderator functions (shouldn't bother you guys since nobody but me can moderate at the moment.)
